Dock Seventeen is where Kaiven begins Book I under repair and debt. Its authorities distinguish accidental, negligent, and billable damage. Assessor Orlo represents the third category. The crew pays enough to depart and spends what remains on six meals from the lowest-cost counter.
A ration vendor drops twelve nutrient squares. Eleven remain wrapped; one slides beneath refrigeration and becomes a promotional expense. A vending unit offers calming soup during the invoice dispute, then lowers its shutter when Blondie looks at it. The dock’s machinery displays excellent survival behavior without filing a claim to intelligence.

The district’s paint records several administrations in visible layers. Repair workers identify eras by pigment, fastening standard, and how strongly the safety slogan blames employees. Food counters serve bodies in transit and crews too poor to pretend taste is separate from fuel.
Berth crews trade tools, warnings, rumors, and unfinished meals across species. A loading-machine union protects breaks. Pou respects the break and carries the load himself, creating a labor question nobody has time to litigate.
