Pali enters the Refusal Concordance through a two-year-old. Nemi Sor refuses a red boot, then accepts the identical boot when it is offered to the other foot. The difference is obvious to the people involved and unavailable to a product description.

Fine red dust settles across Pali’s inhabited districts and enters hinges with democratic enthusiasm. Residents wear soft sealed boots outdoors, remove them in pressure halls, and spend a measurable part of each week asking who tracked dust past the second mat. Boot makers distinguish orientation, gait, grip, personal texture, and preferred fastening sequence.
Family courtyards sit beneath shallow light wells. Children play route games between colored floor stones while adults exchange repairs, food, and increasingly elaborate explanations for missing footwear. A public lost-boot cabinet contains enough unmatched items to support a small expedition.
The expedition lacks authorization.

Book I does not identify Pali’s world, government, or later history. Some readers connect Nemi’s boot to Xoxz’s boot beneath Kaiven’s table. The Atlas records their resonance. No evidence says the two objects ever shared a route, owner, size, or opinion.
