Book I offers one clean fact: Rho-Minar banned Pou. Eer050 mentions it during a chase as if the connection between current behavior and international prohibition requires no explanation. The surrounding crew accepts this, which raises more questions than a résumé would have answered.

At this reading point, the Verse does not disclose the parliament, temporal labor systems, rebuilt obstructions, or later events located there. Rho-Minar is a lived place reduced in the crew’s immediate conversation to one legal consequence. The world remains larger than that conversation.

Even a ban implies clerks, notices, appeals, borders, and somebody assigned to recognize Pou if he returns wearing a hat. It also implies residents who neither issued the ban nor organize their lives around it.
